In short: 
going all in: pulling off a salary dump and a Franz coup in one, in exchange for Herb and picks.

Some analysis: dumping Fournier costs a 1st-rounder. Getting Jalen Smith costs at least a 2nd-rounder. Mann is meh. Whether Franz is full 2 picks ahead of Herb, only time will tell?
Since the trade includes some serious assets AND a newbie AND an orphan, you may automatically consider it a mini-deron treatment:
if any GM slept over the opportunity of going all in and gives Dylan better stuff during the next 2-3 days, I'm happy to step aside, just like last time!

- major: future GM just got themselves some picks, AFAIK everybody loves the draft,
- minor: all teams reminded this is a 30-team
, orphans can be your trade partners too,
- minor: rewards the über-active new GM for constructing this trade from scratch.
